The United Arab Emirates has been recognized as the world’s top destination for entrepreneurs, owing to its progressive foreign ownership policies, extensive government support, and accessible funding opportunities. These factors have significantly streamlined the process of establishing and expanding businesses in the country.
For the fourth consecutive year, the UAE has secured the number one position in the Global Entrepreneurship Monitor (GEM) Report 2024/2025. The report also acknowledges the UAE as the leading environment for entrepreneurship and small to medium-sized enterprises (SMEs) among the 56 economies analyzed this year.
Dominating Key Entrepreneurial Indicators
The UAE outperformed other high-income nations in 11 out of 13 critical indicators, reflecting the strength of its institutional frameworks in fostering entrepreneurship. The key areas where the country excelled include:

- Ease of access to funding

- Favorable tax and regulatory environment

Leadership and Vision for Entrepreneurship Growth
Alia bint Abdullah Al Mazrouei, Minister of State for Entrepreneurship, emphasized that this achievement underscores the UAE’s visionary leadership and dedication to developing a robust entrepreneurship and SME ecosystem. She highlighted the country’s commitment to fostering an innovative business landscape, aligned with global best practices.
The UAE’s recognition as a premier hub for startups for the fourth consecutive year signifies its ongoing regional and global advancement. Al Mazrouei further noted that this success aligns with the “We the UAE 2031” vision, which aims to position the nation as a leading hub for the new economy by fostering advanced digital sectors and offering substantial financial support to entrepreneurs.
Government Initiatives Fueling Entrepreneurial Success
The GEM report credits the UAE’s thriving entrepreneurial ecosystem to a series of government-led initiatives and investments. A key contributor has been the allocation of $8.7 billion under the “Projects of the 50” initiative, aimed at driving innovation and SME development.
Additionally, policies allowing 100% foreign ownership of businesses and record-breaking foreign direct investment levels in 2023 have strengthened the country’s position as an attractive destination for entrepreneurs. The entrepreneurial culture in the UAE is also characterized by high levels of awareness and ambition among its residents:
- 67% of adults either know an entrepreneur or believe they have the skills to start a business.
- 70% of Emiratis see strong opportunities to launch businesses locally.
- 78% of new entrepreneurs prioritize social and environmental impact over profit.
- 75% of early-stage entrepreneurs plan to expand their workforce, hiring at least six employees in the next five years.
- 80% of startups intend to integrate digital technology into their operations.
- 55% of entrepreneurs serve international markets, reinforcing the UAE’s role as a global business hub.
UAE’s Future Vision for SMEs
The UAE also secured the top position in the GEM’s National Entrepreneurship Context Index (NECI), which evaluates countries based on their supportive entrepreneurial environments as assessed by national experts. This recognition aligns with the UAE’s ambitious goal of establishing one million SMEs by 2031, further solidifying its reputation as a global leader in entrepreneurship and business innovation.
